It's somewhat similar to the Scandinavian situation: kind of languages, kind of dialects. As always when approaching the blurry language-dialect line, it's mainly a matter of politics since there's no absolute definition of language as distinct from dialect; it's a continuum. However, tbh, I think Scots probably does qualify as being a separate language.
