This template is for abbreviations, it displays text in smallcaps with a tooltip when hovered over to disambiguate the abbreviation 

 {{AbbTip|Tooltip|Abbreviation}}

Renders as:

Abbreviation

I don't know how to make the smallcaps optional, would appreciate some help on that
