While this might appear to be an example of not following Shinjitai, even in Japan, 竜 is only used when the character is alone, and 龍 everywhere else. We have simplified made that rule more consistent, opting for the more difficult character because 竜 is unrecognizable (or misunderstood as 'turtle') by everyone outside of Japan.
